It must be 1991 because it's clearly the last days of the fantastic, but probably horribly expensive, lavish BBC trailers, which were changed every season, and were always a highlight of the evening when I was a kid.
Oddly enough, I don't think I've heard a lady announcer doing "That was a public information film" before.

actually, this is from 1991 because the background to the clock is different, and the clock face is bigger. They changed the design of it after christmas 1991.
